Statement from Jeff Cloud, Executive Director of Alliance for Secure Energy

I recently reviewed the September 4, 2026 public comments filed with the Oklahoma Corporation Commission by Nick Coffey, a Democrat political candidate.  I felt compelled to file reply comments because of the inaccuracies and misstatements contained in Mr. Coffey’s filing and the lack of understanding of the law and facts.

Mr. Coffey’s comments related to customer protections when large load customers – like data centers or large manufacturers - operate in Oklahoma. His comments inaccurately depict Oklahoma’s HB 2992, a bill passed in 2026, as capping large-load cost responsibility at interconnection costs and treat the White House Pledge, a voluntary policy statement, as the applicable legal standard.  Neither reading is supported by the statute or by the record. Coffey’s comments also diminish the customer protections in OG&E’s XLPL tariff – a standard that not only meets the requirements in HB 2992 but exceeds them with additional mechanisms in place to protect customers.

As the Executive Director of the Alliance for Secure Energy, I work to ensure that Oklahomans have secure, affordable and reliable electric energy now and in the future.  That is only achieved when Oklahomans have accurate information about the protections in place and the regulatory principles that govern those protections.
