The Alliance for Secure Energy is a nonprofit organization created to ensure Oklahomans have secure, affordable and reliable electric energy now and in the future. For Oklahoma communities and economies to thrive, electricity providers and policymakers must work together to promote reliable, modernized infrastructure and innovative services.
The Alliance for Secure Energy supports policies and regulations that impact infrastructure expansion and upgrades, new electric generation, environmental stewardship, economic development, sustainability and affordability.
Together, we will advance policies that balance the important goals of keeping energy prices affordable and ensuring utilities remain financially secure so they can continue to invest in infrastructure and provide reliable service.
Leadership
Jeff Cloud, Executive Director of the Alliance for Secure Energy
Jeff Cloud was elected to the Oklahoma Corporation Commission in 2002 and served more than eight years, spending three of the years as chairman. He came to elected office after a successful career working for several elected officials, including Governor Henry Bellmon, U.S. Rep. Mickey Edwards, U.S. Rep. J.C. Watts, Jr. and Oklahoma City Mayor Kirk Humphreys. Cloud is a former board member of the Regional State Committee of the Southwest Power Pool, the Electricity Committee at the National Association of Regulatory Commissioners and the Oklahoma Employees Retirement System Board of Trustees. Also, he served on the Advisory Boards for the Center for Public Utilities at New Mexico State University and the Financial Research Institute at the University of Missouri. He comes to the Alliance for Secure Energy with more than 20 years of experience in the energy sector.
Jennifer Springer, Policy Director of the Alliance for Secure Energy
Jennifer Springer is dedicated to assisting communities and businesses in promoting economic growth and expansion. A principal at Strategic Economic Partners, she has 14 years of economic development experience. Previously the Director of Business Development for the Oklahoma Department of Commerce, Springer led a team that was responsible for the State’s economic development activities. She holds a master’s degree in economics from the University of Oklahoma and a B.S. in Biology. Springer is a member of Leadership Oklahoma, Class 35, and was recognized by The Journal Record in 2022 as one of the “Top 50 Women Making a Difference in Oklahoma.” She was appointed in 2019 as Vice-Chair of the Investment Advisory Council (IAC) under U.S. Secretary of Commerce Wilbur Ross. She served 2 terms on the committee and has been appointed under the administrations of President Trump and President Biden.
