Opinion: Oklahoma regulators should shape state's energy future - not federal regulators`

Oklahoma’s economy thrives on a secure, affordable, reliable electric energy system. This system is made possible by the diligent work of regulators, policymakers, and local electric companies. They provide tailored solutions that support industries, businesses, and households, driving progress and boosting productivity.

Having witnessed firsthand the expertise and dedication of Oklahoma’s regulators, policymakers and local electric companies, I wholeheartedly endorse the Oklahoma State Transmission and Accountability and Reliability Act — House Bill 4097. This crucial legislation will enhance reliability in Oklahoma and safeguard Oklahomans by implementing greater state oversight and accountability.

The STAR Act empowers the State of Oklahoma to oversee a competitive bidding process for new, high-voltage transmission projects. By striking the right balance between free market principles and states’ rights, this legislation promotes customer savings through competition while preserving the integrity and reliability of our critical electric infrastructure.

Under the STAR Act, regulated utilities must conduct competitive bidding for new transmission projects. Local electric companies must justify their costs to own and operate critical transmission lines, ensuring customers only pay for reasonable and necessary expenses.

Moreover, this legislation holds Oklahoma’s local electric companies accountable to state regulatory bodies throughout the lifespan of critical transmission infrastructure, including during extreme weather events that cause outages.

The STAR Act is a comprehensive solution that prevents a patchwork of accountability in the grid. It closes regulatory loopholes that could allow unregulated foreign companies to own transmission in Oklahoma without any responsibility to the state.

Instead, this intelligent legislation returns oversight to the Oklahoma Corporation Commission, ensuring that regulated utilities are fully accountable to the people of Oklahoma.
